Add Black Page to PDF document using Organize Pages Tool
In the Organize Pages tool, one should be able to add blank pages, onto which they can then add images or text. Right now it asks you to add a file, but this is exactly what Combine File tool already does.

Thank you for your valuable feedback. The Acrobat web application provides a separate ‘Insert pages’ tool specifically for adding pages to your document. If you’d like to edit content (such as text or images) in that document, you can do so with our ‘Edit text & images’ tool. Please let us know if this helps!
