Annotations break lists
Bug exporting from Word using Acrobat: If an ordered list contains an annotation AND that annotation appears in the first text run after a page break, there are problems. The Reading Order looks good, but the Tags Tree shows repeated text, ignores text following the annotation, and also does not always include the annotation.
A judicial order is essentially an ordered list. A footnote or other hyperlink in the text can create a PDF that cannot (easily) be remediated for digital accessibility. Fixing the view in the tags tree can be done fairly easily, but then content in the Order view gets repeated. Getting both reading and tags order correct seems to have been proven to be impossible in most circumstances.
All judicial documents created in the United States courts need to be digitally accessible by spring of 2026. This really needs to be addressed and fixed as soon as possible.
Attached: proof of concept plus an example order. ALL names and places have been changed, and it's only an incomplete draft anyway.
