Horizontal Ruler Covers Top of First Page in Single Page Continuous Page Layout
Software: Adobe Acrobat Pro, Continuous Release, Version 2023.003.20180 (New Acrobat)

To Reproduce the Issue: Open a multi-page PDF document with content at the very top of the first page. Set the page layout to Single Page Continuous. Toggle rulers on and off, and notice that the horizontal ruler overlays the very top of the PDF document, blocking the content at the top of the page from view. Also, try scrolling up with rulers on, and notice that the user cannot scroll up the document enough to display the portion go the document covered by the horizontal ruler.
Observed Result: The horizontal ruler blocks PDF document content.
Expected Result: The horizontal ruler should NOT block PDF document content. The ruler should not overlay the document. Instead, the very top of the PDF document's first page should be displayed immediately under the bottom edge of the horizontal ruler, so that the entire PDF document can be viewed when rulers are on.
