IGNORE DOCUMENT RESIZING PROPERTIES option in Acrobat's settings
What we need is the option to disable this behavior that you described in your post.

We do not care how the creator of the file wanted it to appear when opened.
What we want is for the file to open nicely in our window, behave itself and not to trigger the resize and relocate that is hugely disrupting to our workflow.
It needs to be a checkbox option in Acrobats settings.
