I'm trying to convert a file with text in pictures to Word. Adobe converts about half the file and then leaves the rest as picture files

I'm trying to convert a file with text in pictures to Word. Adobe converts about half the file and then leaves the rest as picture files.

Why am I paying for a job halfway done? This is only 7 pages long. Even then, the OCR is very poor!
