Why does the All tools have to come up for every document I open when all I need to do is just view a file? I don't need to convert or add anything to it. Also, why does the document always default to open with the Select tool as in the screenshot? I only need to pan to view the document up and down.

I wish there was a way that it stays on the selection I last used cause it's really annoying to open several documents just to close All tools and change the Select to Pan tool for every document that is opened.
