Zoom step / increment can be too large
Documents can be zoomed out with Ctrl + Mouse Wheel Down. The increments don't seem to be fixed, but rather depend on the size/shape of the Acrobat window, and possibly the document contents.
The lowest zoom level seems to be 1%. The next zoom level up might be something reasonable like 6.25%, however in some scenarios (large/mixed page size combined with small window size?) it is possible to get a zoom level too high such as 9.99%. The large jump in zoom makes it hard to navigate through the document. Adobe should implement some logic to limit the incremental zoom multiplier (i.e. insert additional zoom levels where needed).
