Bug - Converting Font to Outlines

Bug When Converting Font to Outlines
Open PDF and run Convert Fonts to Outlines under Print Production then Preflight
macOS 10.12.5
Fonts should be converted to outlines
Fonts are not converted when opening PDF in Illustrator

PDF files from InDesign do not seem to be affected. It looks like only PDFs created from Illustrator do not convert fonts to outlines.
