This is critical for marking up architectural and engineering drawings. Most buildings have angles other than 90 degree increments.

This is absolutely critical for marking up ANYTHING off-angle. Which is most things depicted in air photos.
The code for this already exists in Photoshop, InDesign, and Illustrator so it should be an easy addition.
What happened to intelligent Abode design? Has Adobe truly lost its way?
For example:
- You can't make Acrobat load without opening the Bookmark bar.
- There's no longer a way to access drawing tools through the drop-down menus.
- You can no longer toggle comments/comment list views using the drop-down menus.
- To add drawing tools, you have to right-click on the top grey bar to reveal a HIDDEN context menu (worst interface decision I've seen in over thirty years).
- Rotate page functionality has been removed from Acrobat Reader.
- Text from Acrobat not includes annoying metadata that ends up pasted into other apps and ruins the font and size of the target app (This was never an issue in Acrobat 9).
- Acrobat Pro's Combine interface is inferior to Acrobat 8's Combine interface. What's going on over there? Are you hiring grads from high school BASIC courses? End users have even had to revert to inserting Java code to fix these issues in Acrobat. What does that tell you?

need to rotate a box shape to any degree, not just 90 180 etc.
