.docx to PDF/A-1a in Word Minor Bug
When creating a PDF from a .docx file from within Microsoft Word, when PDF/A compliance is set to "PDF/A-1a", text boxes will have borders in the PDF even when they do not have borders in the Word document itself. No other PDF/A compliance setting exhibits this bug.

My apologies for the delayed response. Adobe's email notification got flagged as spam.
Attached is a DOCX file and two PDFs. The issue only occurs when conveting to PDF/A-1a.
