Message to allow cookies covers 'Finish' button for signers in Adobe Sign
When a document is sent through Adobe Sign to someone who doesn't use Adobe products, they are presented with the web interface that shows the document to sign. The pop-over warning about cookies (or asking for cookie storage permission) appears at the top of the page, but doesn't prevent the signer from finding and completing the signature field. (i.e. it can, and may be, ignored)
After putting their signature into the field, the person feels that they have completed the process, because the 'Finish' button is covered by the cookie notice. There does not appear to be anything more to do.
I had someone tell me repeatedly that they tried to sign the document and they got frustrated when I told them on my end it didn't look that way. Only after I asked them to look for a 'Finished/Done/Save' button did they discover that they had to accept/clear the Cookie notice to see it at the top of the page.
Put the cookie notice or the Finish button somewhere else on the page so they don't interfere with each other.

This affects me on a weekly basis. I run many documents through Adobe Sign every week and I often have to follow-up with users to explain to them that they have to click 'Enable Cookies' to find the Sign button.
