highlight and comment should not be part of the document protection
The purpose of the Portable Document Format (PDF) is to provide a way to share documents in a format that remains consistent and unaltered. I understand that there are cases where the document creator may want to restrict certain actions, such as printing or copying content, especially when the document is intended to be viewed only on a screen. These restrictions can be appropriate and serve specific needs.
However, I don't think the creator should prevent commenting or highlighting. Highlighting and commenting are basic tools used to notify the creator about proposed changes or to propose courses of action based on the document's content.
Consequently, I propose removing the restrictions on commenting and highlighting from document protection and allowing all documents to be highlighted or commented on.
