Adobe Does Not Understand Their Users
There are so many parts of Acrobat that seem completely out of touch with how users actually use the software. Who in their right mind would make UI element states save in EVERY SINGLE DOCUMENT? The bookmarks bar, the tools pane, the page view and scrolling method, etc. should all be part of the default software UI settings. I don't open the same PDF 20 times a day, so changing the view setting and then saving the document doesn't do anything for me. In fact, I mostly work with controlled documents, so I can't even save them if I wanted to. I open dozens and dozens of PDFs a day, and every one of them changes my UI. So every time I open a document, I have to hide 3 things, change the zoom level, and press f8 and f9. Please, for the love of whatever, separate the UI settings from the documents. Do you even use your own software? How does this not drive you crazy?
