Deactivating automatic opening of downloaded files doesnt work

I want to deactivate "open downloaded pdf automatically".
The old adobe reader version (I always updated to newest version automatically!! So your updater doesnt work, found this trick online to reinstall..) did not have the option. Deinstalled, downloaded again.
Now the option exists, but doesnt work. everytime I download a pdf, it opens automatically. wtf? Fix that! Online I tried so many workarounds. nothing helps

Hi Lukas,
Apologies for the inconvenience caused. This preference should take effect immediately, but sometimes needs a machine restart. Can you reboot your machine once and check if downloading files stop opening up ?
