I have the same issue. This software is broken. Please fix it so it does what it is suppose to do, i.e. allow us to open and read a document.

This a serious issue on Windows 10 since at least the launch of CC 2019. It takes 2 to 5 minutes (!) for a web link to actually open in a browser, during which time Acrobat DC is unresponsive --Windows reports "(Not responding)" in the application frame. When user permission is required, there is a lag of 1 to 3 minutes before the dialog appears, followed by another delay of 2 to 4 minutes before the web page opens in the browser.
Needless to say, external hyperlinks in Acrobat DC are essentially unusable at this point. The only workaround is to right click and use the context menu to copy the hyperlink to paste into a browser window.
This was not an issue in CC 2017 and earlier.
