Adobe Acrobat Should remember your "page display" settings.
I have to navigate to "View", "Page Display" and click on "Enable Scrolling" every time I open or reopen a document because Adobe Acrobat does not recall my previous navigation/view settings.
This is such a simple user experience feature I would have expected to be sorted out in one of the early versions.

This was in a quick access menu in previous version, don't know who made the decision to remove it and now you have to navigate all the way through various layers of menues to enable two-page display, And all over again to enable scrolling. This is insane for such most frequently used functions when viewing a PDF.

This is an 8 year old post, but it worked for me. I had the same issue as you on a clean install of Windows 11 22H2. The solution is in Accessibility settings.
