Toolbar Issue
Allow all users to choose how they use toolbars, so they can set it up to however they work. This means allowing them to turn it on or off. If on, allow users to dock it to whatever part of the screen they want it on, top, bottom, left or right. And finally, allow them to expand the toolbar to be able to read the names OR have just the icons themselves. The new version isn't that bad, the users just need to know where the tools are, so they can use them. So my final suggestion is to have a series of questions that pop up asking the user questions about what toolbars they use and where they want them. Once the questions are answered, put the toolbars where they want them.

Hi, Thank you for your insightful comments. We're always looking for ways to improve Acrobat, so we value the time and effort you took to provide us with your comment.
We call it the Quick tools bar to provide easy access to tools. Additionally, you can add more tools by customizing it.
You will soon be able to drag the floating quick tools bar anywhere within the viewer and place it where ever you want.
You can hover/place mouse over over the Quick tools icons to know its function via tooltips.
Do look forward to our upcoming releases!
