Enable scroll as default setting
Allow for "enable scroll" to be set as a default setting.

When "Enable scrolling" is off, as it is by default, mouse scroll can scroll 10 pages or more in an instant. It is unusable for me, so I need to change the setting every time I open a document, since it does not persist.

I'm wanting to scroll past the page but retaining the end of the previous page. Super annoying not being able to find how to set this. Suggest this is added to the help - supposing that the feature still exists that is.
