Redaction Annotations are not consistently applied by Adobe Acrobat Pro

we are generating documents which contain Redaction Annotations. These are not generate by an Adobe tool, but 100% comply with the minimum requirements according to Adobe pdf 1.7 specifications: https://opensource.adobe.com/dc-acrobat-sdk-docs/pdfstandards/PDF32000_2008.pdf. 12.5.6.23
When opening these documents:
- Adobe shows all Redact Annotations as expected.
- Adobe correctly shows the replacements when hovering over the rectangles.
When applying the redaction with Adobe Acrobat Pro (Continuous release Version 2024.002.20687) on Win 11 the following occurs:
1. Redactions are correctly applied and overlays are added on first (visible) page.
2. Redactions are applied on following pages BUT (most) overlays are missing on the following pages. (if zoomed out to show all pages, overlays seem to be applied in the whole document)
3. After applying and saving the document Adobe Acrobat Pro still indicates that the document contains redactions which were not yet applied. (not always reproduceable, but occurs in most cases)
4. After closing and reopening the document, there is no indicator that unapplied redactions exist.
Issue no. 2 listed above is problematic, since non-compliant documents may be generated.
An example is attached with redaction annotations and incompletely applied redactions overlays.
