Here's an idea, fix an issue that according to many forums has been an issues since 2012!!! 12 years. TWELVE YEARS. We have AI now....it is time.

This just randomly started happening, I am unable to delete a page because it is "in use". What does that even mean? Yeah...I'm in the PDF, the whole thing is in use, but I use Adobe so I can make changes to the file "in use". Please allow me to make those changes. I don't have time to do research, find a workaround get it to work, only for it to not work on the next file....do more research, find another workaround and do it over and over again. Just fix it.
