    Select the text box, right click and select Arrange → Bring to Front.

 commentedHey folks - I figured it out. Open your doc. Click 'edit pdf' and THEN you can paste the image and right click and the 'Arrange' drop down menu is available for selection and you can 'send to back'. If you paste the image first and THEN go to edit pdf, the arrange option will not show and there seems to be no way to send it back or move text forward. It seems to be a VERY specific order of operations. Insane

 commentedWHY is this still an issue???!!! I use the stamp feature in Adobe, even imported as a custom stamp and I can NOT figure out how to get the text to be in front of the stamp. I've flattened layers etc. This is freaking maddening and has made my use of this completely trashed. This is such a basic function.

Do you need some help from the PowerPoint team?? That's why we're moving everything to PowerPoint. As the person below says: this is Ridiculous.

 commentedAgree with Jamie from 12/7/18. Acrobat was once a functional product. The Tools have been made sooo complicated it has rendered the software anti user. Why can you arrange items in layers over a backround?

 commentedSimilar problem - I use comment, white line tool or rectangle tool with white border and background to "whiteout" text or more frequently (drawings graphics). Then follow up with Text (not text box b/c I do not want the box) to make corrections or comments. The issue I have is that it's not possible to bring the text to the front over the whiteout comment rectangle or linework. If I use the text box with white border & background, the text box linework is always over text or other graphics in the PDF. There seems to be no way to turn off the text box border. Use to be very straight forward & functional. Now I either: 
 - live with the box line (white or otherwise) over the PDF graphics - Booooo!
 - or have to white out w/ box or line, flatten PDF then add Text. Booooo too!Please allow us to set the order of the Text and Comments Rectangle Tool
