Adobe Reader reads dashes as "to" and not "dash." Not always accurate, my organization uses Figures denoted 3-1. this should be read "three dash one" not "three to one".
I guess it somehow resolved the previous issue. Also we’ll improve this in our further release.

how was this resolved? I have the same problem. Our paragraphs are numbered 1-1, 1-2, 1-3 etc same for figures and tables and page numbers. the first number is the chapter the second number is the paragraph (figure, table or page). Adobe read aloud reads 1 to 1, 1 to 2, etc instead of 1 dash 1, 1 dash 2. This forces me to make alternate text for almost the entire document, sometimes up to 300 pages.
I suspect it may have been changed in an update since the original post. It used to read dashes aloud as "to" and now it doesn't read them at all. For example, the text: "Chapter 2-1" would be read as "chapter two to one", I thought it would be more correct to read this as "chapter two dash one", now the Adobe reader reads them as "chapter two one". I think just saying the word "dash" would make this less confusing for most circumstances.
It is not under the "tools" menu, rather it is view>read out loud

It says it audibly as "to", instead, it would be more accurate to say, "dash" or similar word since sometimes the dash can represent a chapter title or subtraction.
