notify user if file is already in use
Prompt or notify user if a PDF file is already open. Currently the file just opens and locks both users from being able to save the file.

Agree wholeheartedly with this update request. We run into it constantly, where more than one person is reviewing or filling in a form and they can't see that someone else is in the form, so neither user can save their changes.

When the PDF file is opened by user #1 with Adobe Reader or Adobe Acrobat it opens will full read-write permissions. When user #2 opens the file, it's also opened in the same state of read-write; there is no indication that another user has it opened with read-write.
This prevents being able to save changes to the document for either user. In similar products, such as Bluebeam, it will warn you that "another user has this file open, it will open in read-only mode". That ensures that user #2 is aware they cannot make changes, and user #1 is able to have read-write access for saving the file for changes.

Incredible that neither DC or Reader will check to see if the PDF file is already in use and prompt for the option to open the PDF read only.
It appears that the only way to open for reference / read only, PDF files stored on network shares, without blocking other users, is to use an application from another vendor.
