Bookmark
Wheel scrolling on bookmark pane is mandatory. Without it navigation through document is difficult. Also creating links to internal document is hampered.

Not only is it an issue for bookmarks, but when you have to adjust tags and fix reading order in PDFs for accessibility, it makes it much more difficult to do. Do better Adobe.
