Why we can not use dictionary while using PDF file. Can not we develop dictionery for PDF file as like anyother word files? ?

Why we can not use dictionary while using PDF file. Can not we develop dictionary for PDF file as like any other word files?

If we would be able to use dictionary in PDF files, our life could be more comfortable specially for the students..
