Acrobat: tools- edit using photoshop:
image opens as RGB but Orig image is placed as cmyk in InDesign 2017 then saved as ADOBE PDF (preset). I can't locate any pref.

Sorry so vague. I'm betting this is a preference settings but I just can't locate it. The issue is, I place a cmyk file into InDesign. I save as a PDF Preset. Using Acrobat Pro, I open the PDF. Go to Tools and Edit the same image in Photoshop. At times it opens as an RGB image. I will send example PDF asap.

Could you please explain the problem statement in details.
Also, share the pdf file and the indesign file you are facing the issue with.
