I tried uninstalling and reinstalling and it doesn't seem to help. PS and LR seem to be fine.
Creative Cloud via online. New Mac 15 Pro computer. So first time opening Acrobat on here I think.
Safari Browser 12.11.1
No updates for MAC or Adobe needed at this time.
Reliable internet connection.

I'm having this same problem as of this week. I have MacOS 10.14.5 as well. It's so irritating, as I have the paid version of Adobe and can't even use it.

This probably will be the case when you have multi partitions on your system and one of the partition already had the Adobe Acrobat/ Adobe Reader.
Can you please check other partitions and remove the Adobe Reader/Adobe Acrobat.

Not sure I want to upload the zip information packets here, but would supply to Adobe (not these hackers that keep messaging, but actual Adobe.)

OSX 10.14.5 Mojave on a 2018 15" MacBook Pro (2.6GHz Intel Core i7)
Acrobat Pro DC from a current relative Cloud Subscription. Version 19.012.20034
I have uninstalled (not just trashed) and used the Cleaner Tool from the Adobe site as recommended. While it did at first appear to go farther in the process- the result is still the same Error 1 code.
It does appear to install on the CC- because I can select "open", but from there it gives me the error code after a few seconds.I have also tried downloading as a desktop stand alone and not from the Creative Cloud dropdown menu- no luck.
I have uninstalled and reinstalled Adobe Creative Cloud after even doing the Cleaner, and then downloaded Acrobat Pro again- no luck.
I can get the basic Reader to work, but I am unable to edit like I do in Acrobat Pro DC.

We are really sorry that you had to face this. In order to isolate the root cause can you please help me with the below info:
1. Acrobat version you are trying to install.
2. For uninstalling Acrobat - Are you dropping it to trash or using the Acrobat Uninstaller or Cleaner tool?
3. Can you provide install logs.
