Separate Highliter Pen to highlight in pictures in an .pdf

If I create .pdf from websites, there is today many in which text can not be highlighted as the .pdf comes as picture.
So can we have an kind of an highlighter pencil so that highlighting is also possible in pictures?

    HI Dietmar,

    With Acrobat DC and Reader DC (latest version) you can use the same highlighter tool to highlight scanned or image based pdf as well.
    This feature is not available in Acrobat / Reader 11.x.
